Yehh go to Orebough Gate (the cave left to Orebough City) bring a pokemon that knows rock smash,strength and surf. Use Rock Smash on the rocks that are going up. Go past and go right and you'll enter an area go use surf on the water and go on the island at left. There you will see a trainer that has a Riolu, Graveler, and Staraptor battle him and you'll get Rilou in your dex. If you keep going left you'll find an Earth Plate and the TM for Focus Punch
